The Chokey Chicken is a fictional fried chicken restaurant in the TV show Rocko's Modern Life.
The name of the restaurant is a sly reference to "choking the chicken", which is a way of saying penile masturbation. Children in the 1990s would not understand this reference, but adults would, and did. In the fourth season, once TV executives and parents wised up to the name, the restaurant's name changed to the Chewy Chicken.
