MemberOf course it is! :} the UI there is an early version of the character customization menu. Sali has been describing how it looks and performs in his latest video, which is linked in the post's description ^^
And, yes, THAR SHALL BE COCKS!! xD (probably customizable too, if you ask me ;} though there's still tons of work to be done and progress to be made, in order for this game to take shape, so stay tuned for future upcoming news and updates related to it ;} )
