    I know it's a milotic and one of BH's pokemon characters... but wouldn't Gourgeist be a better choice? I mean, it DOES have the magic hair and a sadistic nature.

    Well, BH doesn't have an actual Gourgeist character yet. Not to mention his Milotic is quite tall like most Umbra Witches, likes to cosplay and her hair is (by his fanmade choice) controlled by her. So it fits well with the character.
