I always thought The One Who Waits is just his own species, like the Moss Charger lookin head-asses from Leshy's forest. Though Baal and Aym are definitely cats.

I saw him as cat, Kallamar fears him the most, since he's a sea creature and they fear cats. Same with TOWW paying 20 gold for rarer fishes, cats do love their fishes.
