Reason: might help with the issue of lots of posts not having a form tag. i came across this issue when doing the tagging of form for those without it

Many of these don't have implications because the actual tag has issues that need resolving before anything moves foreward

Also, male_penetrating_anthro/anthro_penetrating_male should be aliased away since we're not doing mixed sex/form category actions like that. It creates an excessive number of tags given all possible <sex>_<verb>_<form> and <form>_<verb>_<sex> combinations. See topic #42656.
