Reason: Neither is heavily used, but foreskin_fingering has a description and matches other tags like anal_fingering.

Mm.. While they're both not really used, there is, at least I think, enough of a difference between the two to keep them separate.

They are the same- a finger being inserted counts as fingering. We could use foreskin_play to distinguish from "casual" fingering.
