1. You filed this incorrectly. You are aliasing tabbycatface to e621, which in fact should not be done. You need to use BUR when suggesting multiple changes.
2. Bones can be exposed without gore. For example undead characters with bones cleanly sticking out of their bodies without there being any actual gore, or for example entirely goo character that has a skeleton having bone sticking out of their body would not most of the time be gore either.
3. Alias replaces the tags entirely with gore tag, which is not correct procedure either.

Just add missing tags to posts if something slips through, and add more tags to your blacklist if you see something that bothers you, but was not covered by previously blacklisted tags.

I wasn't sure why they did it until I realized it was because of the confusion between "to/from" and "sender/recipient"...

And as Ruppari said, not all exposed_bone/muscle are gory but maybe you can add them to your blacklist if you don't wish to see.

This is surprisingly not the first time someone made that mistake, see topic #59036.
