Both tags don't mean the same when a character pushes their panties down but hasn't taken them off yet: "removing panties" and "panties down"

Reason: Found this when I was about to suggest the same thing. Adding a few more. (I don't believe we need a tag for removing boxers specifically, so I'm lumping that in with removing_underwear.)

However, I think it would be worth asking if people would prefer the alias go in reverse (so that taking_off_<clothing> is the standard). removing_<clothing> generally has more uses, but taking_off_<clothing> may sound more natural to some.

Once again I've consolidated what I believe to be overly specific tags. There are also several removing_<clothing> tags with vanishingly few uses that I have not included; they can be manually depopulated if this goes through.

One additional point of concern is that we have removing_topwear and removing_bottomwear tags. Should these be kept, or are they unnecessary?
