Reason: Mostly a copy/paste of the tags from topic #25385. Besides removing the aliases/implications that have already gone through, below are some of the edits I made and some remaining questions I have.
- Is geta similar enough to sandals to be implicated to sandals?
- What should be done with toeless_legwear? I'm thinking an implication for toeless_legwear -> toeless_footwear/legwear, but what do folks think about this?

- Since latex is aliased to rubber, but folks still want latex_boots kept separate, I'm changing latex_boots -> rubber_boots from an alias to an implication.
- Added implications metal_boots -> boots, monotone_boots -> boots, spiked_boots -> spiked_footwear/boots (and some other spiked_footwear/spiked_clothing implications), and studded_boots -> boots.

- Had to remove the implication high_heels -> footwear due to an error when submitting this BUR. I'll probably have to submit that implication later.
