Reason:

I was going to say "what if you can't see any lockers in the image?" but then, how would you know it was a locker room to ever be tagged with that in the first place? Unsure about this one.

I took a quick look and didn't find many exceptions (like post #611152 and post #362444), but on the other hand I'm not sure how beneficial this implication is. Who searches for locker? If anything, locker should be manually sorted into locker_room and school.

On images like this, where left is no locker but where you can see that typical locker room bench, character placement and atmosphere. The right image has the same, and to the sides something that hints it's a locker, but you can't tell if it's actually a locker, since tag what you see. It could as well be anything.

This was only a simple example. I'm sure there's more to be found with locker_room -locker.
It is true that a lot of locker_room tags are missing the locker tag on images.

Nice find. I never thought about that.

I've been browsing through the posts in locker_room -locker and added the locker tag to the majority of the posts, but I still have a few left to tag.

Yeah I noticed it too, lots of missing locker tags. Almost as much as that it would've been easier if an admin used the mass-tag function to add locker to every image with the locker_room tag, and then remove them from images like my examples above.

Denied for my examples.
