This tag is especially helpful for hand-penis interaction that defies the holding, grabbing or masturbation tags, or doesn't cleanly fall under holding/grabbing. This tag can also help describe interaction between two or more characters where hand_on_penis alone may be vague, it can denote, along with hand on another's penis that a single character's penis is being touched by themselves and their partner(s).
