Hm, could follow the pattern of pseudo_hair and call them pseudo tufts. Probably shouldn't get more specific than that.

For gardevoir maybe, but I think the others have enough fur-like texture to them (the character or tuft itself) to not be pseudo tufts.

I disagree on the kobolds. The cheek spikes are textured like the mouth spikes, which I doubt are popularly interpreted as long fur.

If you want a more clear example I found this:

Both fur tufts and horns can be ruled out by the spikes not matching either texture. The folds on the tail give the impression of a leathery texture to the portions of the body covered by that skin.

If its worth anything, when I designed my kobold Beatty, I took the... spike things that you see on Horned lizard species which are also just horns, made of bone. There's a bunch of anatomical terms for it but cranial/cheek spikes are what I know them as fwiw.

So I suppose if you're talking about lizards with that design in their anatomy, maybe something like "cheek spikes" or "cranial spikes" since that is what they are for IRL lizards that have them, but calling them cheek horns would probably be confusing for average people.

cheek spikes is a tag which I'd apply to most dragon/kobold/"not furry" depictions of this.

I guess the question then is if it's worth making a distinction between 'those are obviously horns/bones' and 'those are the same color/texture as skin.' I'm kinda neutral here, but can see someone wanting to avoid 'flesh spikes.'
