I feel like this should be flipped. I've only ever heard the tool referred to as a piping bag and it's also already the larger of the two tags.

Apparently, piping bag is what a pastry bag is called in the Commonwealth of Nations, so it's pretty much a case of British term -> non-British term.
To be honest, I have mostly just heard of it called an icing_bag, (which seems to have even more use as a tag, so clearly I'm not the only one who knows that term best).
Although going with pastry or piping as the name for it is probably better, since it sounds less limiting (even though using an 'icing bag' to apply something else is totally a thing in common practice, for a tag name 'icing_bag' sounds more specific/limited and the other options are nicely broader when exact contents can vary or be ambiguous).
Updated
I've always heard it as pastry bag, which is also what Wikipedia uses

well, I'm from California, so... also, and most of the baking/cooking channels are american, and I think I've only ever heard them use "piping bag".
okay, I checked a few channels that I watch from different regions using Filmot:
I also checked just all of YouTube and the preference seems to be strongly towards piping bag, with only ~9,500 videos using "pastry bag" vs ~51,900 using "piping bag".

- Clair Saffitz (american) seems to use the two terms interchangably with similar frequency, sometimes back to back, slight preference to "pastry bag". (20-25)
- ANTI-CHEF (canadian) strong preference towards "piping bag". (44-4)
- How To Cook That (austrialian) extreme preference to "piping bag", only one usage of "pastry bag". (114-1)
- Sorted Food exclusively uses "piping bag". (98-0)
The middle two make sense as Canada and Australia are members of the Commonwealth. Sorted Food films in studios in London, which is in a Commonwealth nation (specifically the UK). So, their preferences for piping bag would be expected.

that was honestly kinda more of a sanity check for myself... of which I failed, I guess.
I was initially just going to do Clair since I was relatively confident that I watched all (or at least most) of her baking videos. I thought it was going to be, like a slam dunk, but I was surprised by just how often she uses "pastry bag" and I just never noticed somehow, my brain just filtered out all of the uses I guess.
