tbh, the immigration_and_customs_enforcement tag should probably be renamed to become u.s._immigration_and_customs_enforcement first, and then this implication would probably work fine.

Because we all know which country's immigration and customs enforcement that it's mostly going to be about. So in practice it will probably work. BUT that tag name invites the tag to be used as a broader category for any immigration enforcement regardless of nationality... so then implicating it to any specific country would cause some mess.

But if we clarify the name, give it a quick check through for any non-usa examples to move out of it just in case. After that, I think it should work.

From what I can Google, it seems the "Immigration_and Customs Enforcement" name is unique to the US, so aliasing it to u.s._immigration_and_customs_enforcement shouldn't be an issue. Even Wikipedia does it.
