Reason: Petting_head is aliased to headpat. Also (at least on the first page) headpat -petting doesn't turn up results where 'petting' would obviously not apply.

I'll give you the animated one- I didn't look at animations. But the last two examples are no more ambiguous than the non-animated examples on the petting wiki. There's inherent ambiguity in all the static images.

I feel that goes both ways. Patting and petting are two distinct actions, where patting is repeatedly tapping down on someone, and petting is laying your hand/limb on someone and rubbing them with it. If we assume an image can be depicting one, then we necessarily assume it's not the other. To say someone is doing both I think should depend on it be clear both actions are occurring simultaneously, instead of just saying it's both because we can't tell which it is. That would be like tagging both duo and trio when a character is show with two disembodied hands around them, and you can't tell if the hands are both from the same character or each is a distinct character.
