I try to do that but “A tag alias for aquatic already exists” shows up, I even rejected my 3 part request and it still shows up. I can’t even find who made it!

I think we'd need to unalias aquatic from marine first before we can flip the alias.

It's a rather old alias, dating from 11 and a half years ago by Genjar, before the current tag request system was implemented for aliases and implications (BURs would come later).

Reason: Well, shall we get started? The original suggestion was made by Cloudpie. Once this BUR gets approved, we just make a regular alias request that flips the alias: marine -> aquatic. Unlike with BURs, a regular alias request doesn't require us to laboriously unalias and unimply everything from marine first before aliasing it away and realiasing and reimplying everything to aquatic.
