You can type character:character_name if the tag doesn't exist yet.
Or if the tag of the same name exists, you can use character:character_name_(artist_name)

After the first time, you can remove character: at the beginning.

Edit: Maybe I was a little confusing.
character:Alice_(miguelthedragon) would create alice_(miguelthedragon) as a character tag.

The most helpful guide can be found in e621:faq#catchange. There are no requirements, but there are some recommendations: howto:tag characters.
