See e621:Accounts. For normal members, DMails are limited to 50 per day, 10 per hour, and 1 per minute.
I don't think you need a counter to countdown from 10 for you, if you are running out of messages for that hour.
I would suggest communicating with other members through off-site means like Discord, if you need to have a lengthy discussion.
I wonder if it'd be possible to change the DMail limit from "DMails created" per hour and instead have it be "users messaged", since a lot of the existing limits are already like that. maybe that'd still be potentially subject to abuse, though.
