That’s perfectly fine, you can upload whatever you like. This user is not suspended or banned, they’ve just had their upload ability revoked due to poor tagging, which is not the same thing. And even if they were banned, well, reposting some random art from Pixiv is not what we’re concerned about with that rule. Anyone can do that with or without this user’s request.
As for the OP, you can move this to DMail since you seem to have found a willing participant, but continuing to post random URLs in this thread will eventually constitute spam.

While true in the general sense, I think giving instructions for what exactly to tag may be crossing a line. As was noted, they had their uploading ability disabled due to poor tagging. If they're instructing other people to upload with specific tags, rather than letting the uploader tag as they see fit, they're getting around that restriction and getting uploads with their tagging.

I would recommend anyone uploading those posts to add some tags of their own, yes. If someone else uploads these posts with the same inadequate tags, they will likewise be reprimanded for tag abuse. However, the person who offered to upload these posts has a history of good tagging, so I'm not particularly concerned about that.

I didn't point it out because that rule is primarily aimed at getting others to explicitly break rules on your behalf and account sharing
It stood internally when I was staff that asking someone else to upload something for you, even if you are fully banned, is within the rules
It becomes a problem when account sharing is involved, or encouraging explicit rule breaking behavior in the asking

I removed semi-anthro, solo, standing because they were not applicable and added some new tags about clothing and species. I hope OP is satisfied!

Good catch, and I'll use this to add to what spe said; just because someone else told you what to upload or to tag does not mean you need to do so. You are responsible for your uploads & your tagging, & we can & will hold you responsible for disallowed uploads & mistags, regardless of whether some or all of them were at the instruction of someone else. Of course, we aren't going to be stricter than normal, but know that it's still your job to upload & tag to the best of your ability; if there's not enough tags to upload, or you're unsure if some tags should be removed, it's on you to resolve that.
