Oppose this. In cases where the top in question is the only char in a solo_focus picture, power_bottom would be improper.

I don't see how that could come up. Could you give me an example (description is fine, doesn't have to be an actual image) of a service_top in an image with only one character visible?

If I thought the tags should be separate, I'd put both tags on that. There is clearly a service top in that image.

I would not say that there is.

I don't think that aliasing one to the other would be a good idea. If anything the tags should be merged in order to refer to the pairing as opposed to the individuals. Kinda similar to big_dom_small_sub and other such pairings.
